Number of citation : 0APEC is the first formal forum in the Asia-Pacific regions between the governments which make decision through the collegiate system to achieve coordination among the various member states to clarify the principle of open regionalism. The third forum meeting (November 1995, Osaka) adopted the "Osaka Action Agenda (OAA)", the fourth forum meeting (November 1996, Subic) adopted the "Manila Action Plan (MAPA) ". With the liberalization officially listed as issues progress in economic cooperation, APEC future needs to address the problems surfaced, which is representative of the subject associated with the liberalization and development cooperation, with the settlement of priority (taking into account the differences) between the developed and developing countries within the region. Besides, the ultimate goal of liberalization should be set more rationally, the process of liberalization should be reviewed more clearly, the relationship between countries within and outside of the region should be in a match & follow-up with the WTO system. Summit should also appropriately select issues and improve the implementation capacity of the overall cooperation.
